Kyiv city council bans entrapment, killing of stray cats81 members of Kyiv city council approved the bill, which bans the entrapment of stray cats across the city.

According to the bill’s author, council member Kostyantyn Yaloviy, the document aims to settle the issue of stray cat population control with humane methods. The bill forbids catching stray cats in Kyiv – except for the animal rescue activists who need to sterilize or vaccinate them, or so as to hand the cats over to their new owners. Besides, public utilities are obliged to let the cats inhabit basements for more effective deratization, without isolating them in basements or creating any kind of obstacles for their free movement. Two municipal veterinary enterprises, specialized in vaccination and sterilization of stray pets, are now obliged to control the population of animals annually, as there are state funds allocated for that purpose.

Previously, thousands of Kyivites signed and submitted the petition, urging to recognize stray cats part of the city’s ecosystem and let them freely inhabit basements, rooftops and other places of their natural stay. The respective petition that had been submitted in late 2016 collected over 10,000 signatures and was considered by the city council. The petition insists that this way, the city can protect animals from cruel treatment, immuring inside basements, groundless entrapments and murders. Cats, in turn, will enjoy the freedom of movement for more effective vermin control.
