So, the Cabinet of Ministers disrupts the introduction of fuel storage licensing, which should come into force on July 1, which is in the interests of the shadow market players, reports KP in Ukraine.

According to journalist Yevgeny Plinsky, 40% of gas stations in Ukraine are illegal, which is about 1,500. According to him, all market players had enough time to prepare for changes.

“40% of the price of fuel is made up of various kinds of taxes, and therefore drivers pay 12 hryvnias of taxes from one liter, which should be directed, in particular, for road repairs. However, the full price is also taken by the shadow operators, but they do not pay any taxes. It is because of the activities of such gas stations that drivers complain about the quality of dubious fuel, "notes Plinsky.

The law, which the parliament adopted last year, provides for a clear licensing of all fuel operations and its electronic accounting with all displacement volumes in order to avoid fraud.
However, adds Plinsky, Groysman blocks the introduction of this transparent scheme by refusing to make amendments to the regulations so that the law works correctly. Thus, the head of government sabotages the destruction of shadow schemes in the Ukrainian fuel market, the journalist stresses.

It is worth noting that experts estimate the market for illegal fuel at $ 10 billion a year.

In November 2018, the Verkhovna Rada adopted in the first reading the government bill No. 9260 on amending the Tax Code. The decision was supported by 233 deputies. The new system of electronic administration of the sale of petroleum products should be introduced from July 1. Its main element is the excise invoice - a mandatory document, which is formed in electronic form at all stages of the sale of fuel - from the refinery or the state border of Ukraine to the gas station. Such a mechanism makes it impossible to avoid excise tax, for example, through the selling of petroleum products from fictitious enterprises, registration of fictitious production, and the like.
