Infrastructure ministry draws up bill to implement EU automobile transport rulesThe Infrastructure Ministry of Ukraine has drawn up a draft law on bringing Ukrainian laws on automobile transport in line with acts of the European Union (EU) to execute the Ukraine-EU Association Agreement.

Fourteen requirements of EU laws need to be implemented, the ministry said in a press release on Tuesday.

The ministry said that the adoption of the draft law would settle the issues of access to the transportation market, organization of public transportation, working hours and rest periods for drivers (particularly, it foresees toughening administrative punishments for violation of work and rest terms and reassessment of drivers every five years), use of tachographs on buses and trucks, speed limiters, and other issues.

It is planned to introduce the procedure for revoking transportation licenses if the conditions of the licenses are violated. In addition, a national electronic register of carriers would be created which would allow data to be exchanged with the central executive power agencies and with EU member-states in the future. The draft law also includes the mandatory creation of a safety management system under international standards by carriers. The introduction of the draft law would introduce the requirement of the mandatory use speed limiters by buses and trucks: 90 kilometers per hour for trucks, 100 kilometers per hour for buses and 70 kilometers per hour for school buses. Also a unified wheeled vehicle classification system would be created.

Additionally, the draft law foresees the revision of transportation tariffs if the minimum wage, taxes, fuel prices, spare parts, and other laws and prices related to transportation are changed increased.

The draft law will amend over 40 legal acts and will be implemented within five years if adopted.

The ministry expects that the draft law will be discussed by the Cabinet of Ministers of Ukraine and sent to the parliament within the next two weeks.
