Jon Kyl has already been in the Senate, he has left it in 2012 after serving three terms and became a lobbyist.
The decision to leave was made because of the desire to spend more time with his family in Arizona. Now, after the decision of the Governor of Arizona, Douglas Ducey, who chose Kyl as the temporary replacement for Mr. McCain, he said that he would "reluctantly return to Washington to help finish important state affairs."

After working in the Senate, Jon Kyl
became engaged in lobbying. One of his last cases is to support the candidacy of Brett Kavanaugh, proposed by President Donald Trump, as a judge of the US Supreme Court.
By the way, because of Kavanaugh’s candidacy, at the very beginning of the hearing, a scandal occurred in the Senate. It ended with the intervention of the police and the removal of 22 people from the hall who tried to interrupt the hearing.
Senator Dick Durbin called the event "a noise of democracy."
What was different about Kyl’s work in the Senate?
Kyl belongs to the so-called "old-conservative" wing of the Republican Party.
Along with Democratic Party senator Dianne Feinstein, Kyl was one of the original authors of amendments to the US Constitution to protect the rights of victims of crimes in the criminal justice system.
In 2004, the amendments did not receive the required two-thirds majority, Kyl and Feinstein developed the Law on the Rights of Victims of Crime.
In November 2010, Keel opposed the ratification of the new START-1 treaty (the treaty on the reduction of strategic offensive weapons).

Jon Kyl and Bob Goodlatte were among the first in the United States to develop legislation on online gambling.
In 2012, Kyl voted against ratifying the UN Convention on the Rights of Persons with Disabilities.
In 1999, Kyl voted to convict President Bill Clinton in a trial of impeachment in the Senate.
In 2010, he voted against Obamacare.
Kyl also voted for the deployment of troops to Iraq.

What do people say about Kyl?

John McCain's wife, Cindy:
"Jon Kyl is a dear friend of mine and John’s. It’s a great tribute to John that he is prepared to go back into public service to help the state of Arizona.."

Mark Jones, a political science professor at Rice University in Houston, said in a telephone interview with Reuters:
"Kyl tended to be more conservative than McCain throughout his tenure in the Senate."
In a February interview with Phoenix-based radio station KJZZ, Jon Kyl described Trump as a “phenomenon that has to be dealt with.”
“I don’t like his style. Much of it is boorish. I think he’s his own worst enemy,” Kyl said of Trump.

This quote about Trump is not accidental since the relationship between the new senator and the president is perhaps the most intriguing thing.
Trump's supported the appointment and experts believe he did it because of Keel's willingness to support Kavanaugh’s candidacy for the post of judge in the Supreme Court.
Kyl himself stated that he believes in Kavanaugh.

The second, no less important intrigue is for how long Kyl will stay in the office. AP, referring to v, reports that the new senator is ready to remain in office until the end of the current session (January 3).
In 2020, special elections are planned to the place of John McCain. The winner of elections will stay on the post for 2 years. In 2022, full-fledged elections will already take place, which will determine the name of the next senator from Arizona for a six-year term.
If Kyl still refuses to stay in the office until 2020, the Governor of Arizona will determine the surname of a new senator.
