Corruption at customs costs Ukraine up to $4,8 billion a year

Ukraine loses up to $4,8 billion in a year because of the corruption
at customs, as Suddeutsche Zeitung reported referring to its own journalistic investigation conducted in Kyiv and Odesa.
“In four years after Maidan, financially weak Ukraine is losing billions because of corruption…The State treasury loses up to $4,8 billion in a year at customs. It is more than 1/10 of the state income and twice as much as the IMF, the EU and the World Bank loans for Ukraine in 2018,” the investigation says.

The news agency refers to the documents received into its possession. Allegedly, it comprises information on thousands of cargos which cross the Ukrainian border. The data allows tracking their way.
According to the journalists, this information proves the facts of “a mass corruption” on many of the Ukrainian borders. The main scheme is the “re-declaration” of the goods, which is being carried out with the participation of the state agencies’ officers. Therefore, a product which is located de-facto in the cargo is declared as another one, the one which requires fewer taxes.

At the same time, it is stressed that besides the customs, the representatives of SBU, police, the State Border Guard Service and the General Prosecutor’s Office are involved in the corruption schemes.
It should be noted that the European Union is condemning Ukraine’s authority for not taking enough efforts to fight corruption. The latter of the negative feedbacks concerned the creation of the Anti-corruption Court.
