The Minister of Infrastructure of Ukraine Volodymyr Omelyan has announced that the Kyiv-Odesa and Kyiv-Chop highways are expected to be repaired by early May. “When it comes to road repairs, we must complete [works to improve the condition] of the Kyiv-Odeas and Kyiv-Chop highways (in the most troublesome part across the Carpathian mountains) in early May 2018. This means that traffic will be fully restored,” the official told RFE/RL’s Ukrainian bureau on 9 April, UNIAN reports.

“Regarding a high-quality overhaul, so that the road is built for years as opposed to just a year, it will begin this year and go on for two or three years,” the minister said. According to the official, should funding remain stable, within five years Ukrainian roads will be better than in Poland prior to its joining the European Union. After that, it is necessary to find a “funding instrument” for highway construction worth around $384,172 per kilometer of the motorway, which is expensive both for the state and private investors.

The minister said that Ukraine has managed to repair 3,000 kilometers of roads over the past two years. More than 4,000 kilometers of Ukrainian roads are expected to be repaired in 2018. In March 2018, the chief executive officer of Ukravtodor Slawomir Nowak said that some $11.5 billion are expected to be allocated from all sources for repairs to public roads of state importance within a five year period.
Adviser to Ukravtodor CEO Oleksandr Kava told RFE/RL's Ukrainian bureau that a total of 2,100 kilometers out of 170,000 kilometers of the country's general road network were repaired in 2017. According to him, at least $76.8 billion is required for major road overhauls in Ukraine.
