The issuance of passports to Ukrainian Hungarians do not violate any law, as Erno Keskeny, Hungarian ambassador to Ukraine stated in the interview for Ukrainian News. 
He said that Hungarians have a right to receive Hungarian citizenship regardless of their place of residence. 

"Zakarpattia residents, who belong to Hungarian minority, have nothing to do with borderline changes throughout history. They have been citizens of historical Hungary for hundreds of years," the ambassador said. "If there are Hungarians in Australia, USA or any other state, and they have Hungarian roots, they or their ancestors had ever lived in Hungary, they have a moral right to receive our citizenship," he added.
As to the dual citizenship ban, arranged by Ukrainian legislation, Kyiv has to consider a refusal of this norm. Keskeny stressed, that the dual citizenship in the EU is a widespread and acceptable thing. "If Ukraine is approaching the EU, it will think over this future, which I do not rule out, and will allow having a dual citizenship. There is nothing bad about it," the ambassador said.
As we reported earlier, around 90,000 Zakarpattia residents have Hungarian passports.
