Bill on Donbas reintegration introduced in Parliament

The draft law “On specifics of state policy on ensuring Ukraine’s sovereignty over temporarily occupied territories of Donetsk and Luhansk regions”, was registered under number 7163.
President Petro Poroshenko initiated the introduction of the bill.

According to the explanatory note, the draft law defines the legal regime of certain parts of Donetsk and Luhansk regions as temporarily occupied territory of Ukraine. The document defines the aim and means of state policy on ensuring the sovereignty of Ukraine over the temporarily occupied territories of Donetsk and Luhansk Oblasts, and the specifics of implementing and defending rights of Ukrainian citizens who live in these territories.
The bill also defines the procedure of managing activities on ensuring national security and defence in Donetsk and Luhansk regions.
An alternative draft law appeared in the Parliament at the same time, № 7163-1, introduced by a group of MPs headed by Vice Speaker Oksana Syroid.
As it was reported earlier, the draft law also introduces the term “Russian occupational power”. Some changes have been made in the draft after consulting with the international partners, including the countries of the Normandy Four, and the US. Thus Russia will be recognized as an aggressor country by law. The term ATO (anti-terrorist operation), currently used to describe the work of the Armed Forces of Ukraine in the Donbas conflict zone, will be replaced with a new one.
