The Armed Forces Chief of General Staff of Ukraine Ruslan Khomchak stated that Ukrainian servicemen in Donbas did not receive any orders concerning the ban for responsive shooting, as he said in an interview for BBC.
“No orders were given. There is a war there, and all the commanders are in their places. The squad leader controls the department, the commander of the platoon – the platoon, the commander of the company – the company. They don’t have any orders not to respond (at the attacks of the militants, - ed.),” the Head of the General Staff reported.
“How can one say at war: you are beaten, and you don’t react. This is one of the elements of the information-psychological warfare which is reported, that allegedly someone came and ordered not to respond to the attacks,” he added.

According to Khomchak, one should not give command not to shoot.
“There were no such orders, I didn’t receive them from our military and political authorities, and I did not give such commands. I know for sure, that the commanders in the Joint Forces Operation did not give such commands and will not do that,” he said.
At the same time, he stressed the importance to avoid armed provocations.

“The decision on the ceasefire has been made multiple times at the highest level not to fire first. But if we are under fire, certainly, how can a person who spent five years at war, not respond[/img]
