Ukraine’s Constitution to be amended, - Zelensky’s representative

Constitution of Ukraine will be amended as RBK-Ukraine reported citing Ruslan Stefanchuk, the Representative of President of Ukraine.
“The Constitution of Ukraine will be amended but whether it will be amended in some part or generally, possibly, at the referendum; all this should be discussed. We continue to restore the constitutional commission because the president and authority should pave the way and the professionals should form the structure and logic,” Stefanchuk stated.
He also added that the team of Zelensky will consider the implementation of the two-chamber parliament in Ukraine.
“The great misfortune of the Ukrainian parliament is the partial approach to its formation, in other words, a mixed system of the elections. It failed in Ukraine. Any mix did not provide the desired effect. There are two ways: or forming of townships by overseers, then it is a plurality. Or the way of the political structure of the society, then it is proportional representation. This problem should be solved by the implementation of the two-chamber parliament and this decision was supported at the referendum in 2000,” Stefanchuk stated.

He was asked whether the upper chamber of the parliament may be formed fro lawmakers elected by plurality and the lower chamber of the parliament by proportional representation lawmakers: “It may well be; it is one of the variants’.
“When we bring plurality-lawmakers and proportional representation-lawmakers to one platform, then the unity of interests. We do not get any political structure, any regional representation. The mixed model turned the Ukrainian parliament to the largest political “megamarket”,” Stefanchuk concluded.
President of Ukraine Volodymyr Zelensky officially dissolved the Verkhovna Rada and appointed the snap elections for July 21. The Cabinet of Ministers should provide the financing of the elections.

On May 24, the electoral process kicked off in Ukraine.
According to the Ukrainian legislation, the electoral process of snap elections begins on the next day after the President’s decree on early termination of the mandate of Verkhovna Rada and appointment of the new elections is published. Therefore, the electoral process starts on May 24, without Central Commission making any decisions.
