The sides have discussed the main aspects of the border cooperation and solution of the issues during the process of entry for the citizens of Israeli and Ukraine.
In 2018, the border guards of Ukraine did not let 84 Israeli citizens enter the territory of Ukraine. The number of similar cases has exceeded 100 this year. Tsyhykal noted that such decisions are made by the inspectors of the border guard service, who act only within the law.

“During the making of a decision on the permit, the inspector studies the mass of information, starting from the documents of the foreigners and ending with the circumstances of his visit to Ukraine. If there is even some slight doubt concerning one of the points, the border guard can refuse from the border crossing. If the law is not violated, we have no right to interfere in the work of the border guard service’s inspector,” Tsyhykal said.
“We live in the terms of the armed aggression of Russia against Ukraine. The security issue is prioritized for us. We hold the biometric control of the citizens-foreigners, the representatives of 70 countries of the migration risk, including the citizens of the Russian Federation. Israel is not on this list because it is the friendly country for us,” he added.
Israeli Ambassador to Ukraine Joel Lion noted that he visited “Boryspil” airport last week and he has familiarized with the work of the Ukrainian border guards, particularly, the holding of control by the second line and algorithm of the making of the decision on the non-admission of Israeli citizens.
“I clearly understood the mechanism of the check of the citizens of Israel and I am sure that we will be able to find the solution of all associated issues. Israel, like any other countries, understands what the security is and what it is worth,” the ambassador said.

At the same time, Israel refused 3,500 Ukrainians in the crossing of the border in 2018. This year, 500 such cases were spotted. The growth of the refusal made about 21% so the similar growth of the refusal for the citizens of Israel at the Ukrainian border is logical and proportional.  Ukraine’s State Border Guard Service Head also appealed to the ambassador to raise issue of the large number of the ungrounded refusals for the Ukrainians at Ben-Gurion Airport.
Earlier, we reported that the number of entry bans for Israeli citizens in Ukraine has grown up lately. Oleg Slobodyan, the assistant head of the State Border Guard of Ukraine said this in his commentary for 112.ua news agency.
Slobodyan added that since the beginning of the year, the number of such cases already reached 96. 'It's not much because, over the same period of time, more than 500 Ukrainians were banned from entering Israel. One cannot really say there's any sort of bias against the Israeli citizens. There's no way that symmetrical response would take place', the official stressed.
He added that the border control in Ukraine was toughened because of the complicated military and political situation. "As for citizens of Israel, it is about the growing number of people who cannot confirm the goal of their visit', Slobodyan said. 

February 19, Ukraine's state border guards did not let the group of tourists from Israel into Ukraine. A group of visitors and a guide consisted of more than 30 people, Ynet wrote. The outlet reported that after four hours of sorting it out, the law enforcers let most of the tourists pass. However, 17 people, including the guide will be deported back to Israel.
