Russia plans to demand return of its contributions from Council of Europe

Russian State Duma Chairman Vyacheslav Volodin proposed that the Council of Europe should return the fees that Moscow paid during its non-participation in the Parliamentary Assembly of the Council of Europe. This is reported by Interfax.
"This is about 10 billion rubles (152 million USD, - ed.), this is a large amount. Of course, we need it, the country needs it to solve the issues of its citizens. We want to start negotiations, to be heard, and to describe this issue," Volodin said.
When asked, what mechanisms Russia would use to return this money, Volodin stated: "We are conducting the dialogue. And I hope that the next negotiations (and we continue to negotiate) will include discussing this topic."
However, the procedure for the return of contributions paid by members of the Council of Europe does not exist today.
Earlier it was reported that the State Duma of the Russian Federation decided not to send a delegation to PACE and not to pay a contribution to the budget of the Council of Europe in 2019.
Russian delegation within the PACE was deprived of a whole range of powers, including the right to vote, to the annexation of Crimea and aggression in Donetsk and Luhansk regions. Then the Russian delegation ceased its work in the Assembly in protest.
