PACE approves resolution on counteracting hybrid war

The PACE has approved the resolution about counteracting the hybrid war.

'Another success at the PACE - the resolution on the report about counteracting the hybrid war is approved. The Assembly referred to Russia's actions against Ukraine and urged to stand against any manifestations of the hybrid war
, fill in any judicial spaces that remained and coordinate the efforts in this direction', Ariev wrote.   

The document says that currently, states more and more frequently face the 'signs of hybrid war', which 'creates a new kind of threat based on the mixture of military and non-military means, such as cyber attacks, campaigns of mass misinformation, including fake news and communications disruption'.
The resolution dubbed the cyber attacks as the most dangerous ones since they can affect the strategic infrastructure of any country, - for example, air traffic control or nuclear power plants.    

'Thus, the hybrid war can de-stabilize and undermine the goals of the society, leading to significant casualties. The wide use of these tactics, especially when combined, evokes concerns about the adequacy of the current legal norms', the resolution says. 
As it is known, the spring session of the PACE is underway. On April 24, the Assembly officially recognized that Russia occupied part of Donbas. Later, it also approved the resolution on counteracting the Russian propaganda on the level of the EU institutions.
