Brussels to launch PESCO, European Defense Fund by late 2017, - Mogherini

EU leaders plan to launch the PESCO, permanent structure for military cooperation among the EU member countries, as well as the European Defense Fund, led by Estonia. Federica Mogherini, the EU High Representative for Foreign Policy and Security Affairs said that as quoted by Express.co.uk.
‘The creation on PESCO, which will come with its own centralised headquarters and ambitious plans for EU military missions abroad, was once considered a pipe dream of euro federalists. It goes hand in hand with plans for a centralised European Defence Fund, which is designed to help create an EU defence industry and reduce reliance on foreign powers like the US for military equipment’, the outlet wrote.
According to the EU top official, it was her personal initiative that PESCO would start working by the end of the year.  
‘Speaking at a meeting of defence ministers in Tallinn, Estonia, this morning, Mogherini said: “We will be ready to launch the permanent structured cooperation and the European defence fund by the end of the year under the Estonian presidency. “From this meeting today I would expect a very strong indication by the defence and foreign ministers that member states are ready to go and from our side we would be ready to prepare everything by the end of the Estonian presidency,’ the Express goes on.
Europe’s defense and security experts have repeatedly assumed that the new structures could lead to creation of the united armed forces of the European Union. Brussels on the other hand, denies that, saying it is merely for easier cooperation in the military area.
