The European Council reminded Russia that it needs to release the Ukrainian sailors and touched upon the issue of control measures, responding to Russia's issuance of passports, as well as the investigation into MH176 downing. This is mentioned in the resolution passed at the European Council Summit headed by Romania.
"The European Council will continue to monitor the situation in eastern Ukraine and stands ready to consider further options, including non-recognition of Russian passports issued in contradiction to the Minsk agreements, in close coordination with its international partners. The European Council calls for an urgent resumption of negotiating efforts with a view to the implementation of the Minsk agreements and for measures aimed at rebuilding confidence among the parties", reads Article 15 of the concluding remarks.
