Current NATO-Russia communication worse than during Cold War, - Scaparotti

The Cold War-time communication process between NATO and Moscow was better than it is now. Curtis Scaparotti, the Supreme Allied Commander Europe (SACEUR) of NATO Allied Command Operations said that as quoted by Associated Press.
He admitted that since he took office in 2016, he twice met with Valeriy Gerasimov, Chief of General Staff of the Russian Armed Forces, and called him on the phone several times.   

'During the Cold War, we understood signals that we sent each other. We talked. I'm not sure we understand them today just as good', the four-star General said.
Scaparotti believes that if the adversaries know each other's capabilities and intentions, the chances to start a conflict is considerably lower.
NATO should contact with the Russian side more, he said, in order 'to understand each other and explain what we do and why we are doing this'.
